I have the honour to transmit for your information the enclosed statement of Estimated Revenue and Expenditure up to the 31st ultimo of the current year.

The $92,845 appearing under Military Contribution is the balance found to be payable after accounts for 1901 were closed.

The actual Expenditure on Public Works Extraordinary only amounted to $183,407. This is due to the time of many Officers of the Department having been taken up in dealing with the Water Famine.

Small receipts for Land Sales and the heavy expenditure on account of Plague have largely contributed to the unsatisfactory nature of the Financial position shown in this statement, and the large expenditure which must be incurred in connection with Sanitation for some years to come renders an increase of taxation imperative.

I hope to be in a position to address you on this subject by next mail. At the same time, it is right to mention that the Revenue in the last seven months of the year
